Prop Help on Sunsation 29 CCS

I need some help making sense of my prop situation. Boat is a 2017 29' Sunsation CCX with 200 Mercury Verado's (4 cyl). Boat came from the factory with Mirage Plus 23P props. When I purchased the boat it had 21P Revolution 4 blades. The information below is from the previous owner for the Rev's and the factory for the Mirage 23's. For the Rev 4's its pretty much what i experienced, I was able to get a few more mph out of it vs. what is stated below on our lake. In salt the speed actually matched what is listed below for the Rev 4's and I was bumping the rev limiter on the starboard engine as it kept tapping 6100rpm.

Factory Props: Mirage Plus 23P x 14 5/8
Props Spin Outward – Based on gear case can’t be changed unless a new gear cases are installed
Engines were set at the lowest setting
X Dimension: engine set all the way down

Boat Ran 60 MPH on GPS @ 6000 RPM

Light chop 3-5Mph wind

I bought a used set of Mirage Plus 23's and tested them today on the bay. Boat was actually slower, 3/4 tank of fuel (108 gals) two people and decent chop I could not turn more than 5100 rpm and about 53 mph. End of the day 1/2 tank of fuel flat water 5100 rpm and 50 mph. Tabs were up and engine trimmed to the point of getting loose them two quick bumps down on the trim. I would have thought I could turn the Mirage 23 higher rpm than the 21P Rev 4. What am I missing here ???

Thanks Joe, I bought a set not long after buying the boat. Just had the chance to get them on the boat this week and do some testing. I dont understand why I can turn the 23's more than 510/5200 RPM and match the factory set up. Nothing wrong with the motors, they will hit 6000/6100 with the 21P Rev's.
