Ignition, coil, or fuel pressure problem?

I am still having issues with not reaching full rpm, only 4100 and it should be 4800-5000. It’s the 2001 Mercruiser 5.7 EFI (TBI), New fuel, water, separator, new anti-siphon valve, new plug, wires, new cap and rotor, new fuel, pressure, regulator, timing, set to factory specs, spark, advances correctly with increased RPM, fuel pressure 38 psi but not under load only in the driveway, some guys have said to check fuel pressure under load, which may be part of the problem because I only checked it without a load. Maybe it is the fuel pump and it is a high pressure fuel pump because the system with a MerCruiser Cool fuel system only has a high pressure pump and not a low pressure pump. So then I was thinking:
After reading a million blogs I decided to check my ignition coil. Just to recall: 2001 5.7 EFI (TBI) with the older oil filled type coil.Here are the factory specs ( I think) and what my coil is reading. Factory: Primary 0.6-0.8 ohms Secondary 9400 - 11700 ohms
My Coil: Primary 1.8 ohms. Secondary 9800 ohms
The added resistance on the primary will affect the output of the coil right? Maybe this is causing my lack of rpm under load because a bad coil will lead to symptoms mimicking a fuel pressure problem. Any thoughts?
Also still waiting to hear from y’all about the fuel pressure sensor # 16 on the back of the TBI, thanks for your help! From my previous post.
