Default Hydrolic steering is getting stiff???

Had the boat out past couple of weekends, and about half the time the Hydrolic steering is getting stiff?? It has plenty of fluid? It seems to get stiffer as the boat warms up, any suggestions on what is causing this?

If its a full hydraulic system check the inline filter.most can be taken apart and cleaned. Does it have a external resivior can?

It is the full hydrolic system from Fountain, I have actually never added any fluid to it it has always been full. I will check the belt, but I think I would hear that if it was slipping? As for the filter I am going to start there.
