I was figuring perhaps 75. 80 would thrill him , if not scare him

Upper 70s. Maybe 80 with a tailwind.

I had a 1999 (heavy) Prowler with a 500EFI, and it would run 72 GPS light on fuel and friends.

I have a '04 Prowler which is suppose to be a lighter hull w/500EFI & ITS. I’ve seen 74-76 on GPS, in the right conditions (i.e. fuel, passengers, water chop/temp, etc.)
Normal conditions, half tank of gas, solid 71-72 mph w/labbed 26 bravo.
