Default Why are the 2 sponsons in the stern filled with foam?

My rubrail leaked into this foamed area. I am removing all the saturated foam. Does it need to be replaced

Strange, mine do not have foam as far as I know. But, I had the Bat Boat boys remove all the thin black gunk from the engine compartment and respray everything white. Is the thin black coating the "foam" you are talking about?
