Default Metal Fabricator in Houston Area

I am trying to find a shop to make a 6" X 4.25" plate with a 2.5" hoist point/d-ring welded to it in the center that'll will be attached to our trailer frame with u-bolts to help keep the boat from sliding forward.

After doing a web search for a company the sells u-bolts in the city and being told they'll have to make the "flat" u-bolts because it is something they didn't stock with a price tag of $100 for two stainless bolts. I called McClain and picked up the exact u-bolts for $30! But then I went to a metal shop that wanted to charge me $300 for this plate and hoist point that can be made with stainless or aluminum scrap.

Does anyone have a name of a metal shop that could do this work at a fair price?
