I'm about 99% sure that I've got the 3" pulley. Never got around to measure it, but I seem to remember the 2 and 7/8" was the next step up (boost wise). When I switched to the larger TB, I gained almost a full 1 psi of boost pressure in the manifold. The only other flow-related item I've added has been a set of EMI manifolds and elbows. I don't think that would give me any more noticeable boost over the OEM manifolds.
As for the safe limits of boost? Jeesh, I wish I could tell ya. It's not like driving around my beater Talon at 19 psi of boost.
I am hesitant to run much more boost. I would tend to think that with water temps below 75 degrees, I should easily be able to run 9 psi. But that's a BIG gamble to take. I'll gladly take a close defeat over a swiss'ed cheese block any day.

He just ordered the 2 7/8" pulley. It should make an additional pound of boost; and should be safe at 7 lbs. Interesting that the larger TB made a lb. more boost. I wasnt sure if you ran your OEM TB with the whipples or you did it all at once. Good info.
