There are two nice State ramps on the west side for all to use. There are one or two on the east side as well. They are all free too...
Under the I-95 bridge in OldSaybrook or, at Haddam Meadows in Haddam would be the closest to NY.
A few of the pictures I posted are in Haddam at Haddam Island. Haddam Meadows is the start of the CT River Run in October...

My Jeep is a stock 1999 Wrangler with a 4.0L 6 cyl.
The Jeep pulls the boat fine sow long as the trailer brakes are working and I don't go much over 50mph...
