I did not see the 15k price cap i'm not close to that but here are the answers to your questions yes the boat is used in salt water. Its just a reg merc 200 no hour meter i would guess under 200, the trailer is in good shape new brakes and tires last year. I'm on long island which is not close to albany24SB
