Scrub with soap and water,. dry, then try acetone using two rags. One wet with acetone, and the other one to wipe off. The acetone usually cleans the non skid right up.

I keep a small mini travel bottle of tide with bleech on board. Put a couple of drips on the deck with some water and start scrubbing with a hard plastic brush, should clean right up.
