Open the .jpg file, click the second icon from the left on the lower tool bar (it looks like a pic of a tiny mountain and perhaps a paint brush, it is in between the "save" icon and the "help" icon). After that go to "Image" on the top tool bar and click "stretch/skew" and enter a new size. Just remember to keep the proportions the same and you'll be all set.
I would try to avoid using any tool on the internet if I could. Most times that "free" stuff isn't worth the headache.
