Looks like a inlet water impeller housing mount.

Looks like a latham water pump mounting bracket. It would install sandwiched between the water pump housing and back plate. The elongated hole is for the water pump adjustment bolt.

Ah, thanks. I don't even remember how I ended up with it. It looks so cool, it's hanging on my office wall with other boating stuff. If anyone can use it let me know. It looks expensive but I'd sell it super cheap.
