are you trying to find where to do it or its not working when you try to do it?
If its not working and you are at the right page then its probably because the avitar your trying to load may be too big.... they are limited to 150x150 pixels i believe

It used to be that you needed a paid membership to have an avatar. I think the members who are "Registered" that have avatars, at one point in time, had paid memberships. Because the dot was checked, it stayed that way and allowed them to keep and edit their avatar.
