Please tell me how this method is not correct? Looks like plenty of people have used this method and are happy with it.
sounds like i can fix it correctly without removing the engine.

Yes you can fix it that way. I have the mercruiser manual and it also says you can drill a big hole in the side of it, then thread the hole, then screw in a plug when you are done. Which part is loose, the bolt that tightens your steering tiller, or the big nut that tightens the gimbal ring that is located above the tiller?
