I sure am sorry that I can't control the way the memebrship votes on an issue since we are purely democratic and not motivated by negative opinions.

he does not own a boat, maybe you should read the bylaws. Assoiate members do not get voted in.

Associate Membership - shall consist of any individual who meets the following
qualifications:
a. Associate membership shall be limited to no more than 20% of the total
voting membership and Associate Member Applications must be approved by the Executive Committee.
b. An Associate Member shall subscribe to the purposes and principles of
TOPPS as stated in the organization by-laws.
c. Associate members are required to attend and pass a boating safety class approved by the Texas Parks & Wildlife or the U. S. Coast Guard.
d. Associate Members shall not have the right to vote at any meeting unless elected to the executive committee as herein stated in Article II, Section 3.


I beleive it says that we the Executive Comittee can not approve him until he takes his class, so I think either way I am correct
