You asked if you could safely tow this boat.
Since the weight under consideration is more than the rating of the truck the situation is already not safe.
Yes this truck could pull it, move it, turn it but with great risk!

It won't be a problem until something happens. I would be worried about any accident, your fault or not. Your truck is not rated to pull that boat.

we tow a 2000 38TG with a F-350 4door 4x4 diesel, NON dually and the truck pulls it like its not there, it brakes on a dime, and down shifts if you slightly press the brake pedal,
