On a diesel the more fuel you add the more power (and heat) you make. The reason the mechaical pump is an easy upgrade is because all you have to do is turn the adjustment screw on the pump and it adds more fuel.
The 'burb in question is a '99 so it's going to be all electronic.
Oh, and I had a '94 K3500 Chevy crew cab with a 6.5 in it. Sold it with 245,000 on the clock. Did the first tranny at 202K miles and lots of injection pumps. It was a great truck though. Got good mileage. Just got used to pulling hills with any kind of load at around 45 mph.

I had a 96 6.5 that I put a boost controller, upgraded downpipe, and inercooler on. It ran good. I got my parts from
www.Kennedydiesel.com. These guys where good on the 6.5
the downpipe from the turbo is very restrictive. The turbo with
stock programming will only boost 10 psi AT MAX. These three components worked well togeather.
