UHaul 6x12 box trailers with surge brakes most all ride this way, even empty. The surge coupler sits on top of the frame, making it pretty high off the ground. When lowered to a normal receiver hitch ball, it has this look. It is a design flaw that UHaul has never fixed.

True. They actually teeter on the front axle when empty. I think it's for ease of maneuvering around the lot.
