Context clues says this is a new install.... You could always just go with four 1" overboard ports. You're still drilling four holes through the hull, but you wouldn't be drilling screw holes.

Or you could call a fab shop and have them make them for you. These are pretty simple parts to make. You might get lucky and find someone sympathetic with your cause and push them through fairly quickly.
