183.21 - Applicability
This subpart applies to monohull boats less than 20 feet in length, except sailboats, canoes, kayaks, and inflatable boats.
Boats under the 20’ mark are not required to show a capacity rating. The Coast Guard will generally use the following Length times width divided by 15 to get a safe person rating.
Ok, but 23 people from South Florida is a lot different than say 23 people from Mississippi

Passengers just get in the way, I like to bring my wife and one or two girls that may make bad decisions while drinking

From what I have learned on the news you can fit 20 people on a 15’ row boat in South Florida

You can have 20 boat skanks and your self in a 38' length boat.

Big question: Baja vs Fountain: who can fit more skanks in an advertised 38 foot boat?????....
