I am still confused. The only thing I am really curious about is did the police really check the tahoe the first time? And if so, why would have that been necessary? I have never had the need to carry a car that I am going to purchase or have already purchased to the police to have it checked out.

Kinda like when doing private party deals, tell the state that you paid less for a car, boat, whatever than you actually did to pay less in sales tax. Hell, sell a car enough times, the state will make more $$ in sales taxes than the car sold for when new.
