It's true there's no value on life but if there's a brand that meets the needs on both ends (safety and accountability) I will buy it first. I'm sure that's going to be an unpopular answer but it's just my $.02.
Mustang makes speed rated jackets as well.

Love it when the gov't peeps "know better " . I went to get my motorcycle inspected and forgot that I was wearing my Bell snell rated helmet with no dot sticker on it. I failed !!!!! Helmet was fine for the track at whatever speed but no good for my old busted 250 enduro on the street !! I know the lifeline jackets are better than the 6 pack of west marine jackets in my cabin and given a choice would rather trust my life to a lifeline. I bet their helmets don't have the dot sticker either !! I am sure they are Snell rated though.

The ones that are certified usually have chest straps, I have been pulled over while wearing the lifelines and there was not an issue, but if you have them stored they probably won't count.
i also keep "legal" vests stored but wouldn't want to trust my life to one of them.
The early lifelines were uscg approved about mid 70s dont know why they stoped.

USCG approved and 100mph and just over 100 bucks. Just not sexy looking.

The inflatable only count if you have them on. We were stoped an they told us having them on board didn't count. But We had enough jackets on board. Just thought the Cigarette inflatables were cool.

the reason the coast guard description sounds old is because it is. in early 80's safety equipment specifications started falling under SOLAS(Saving Of Life At Sea) with the Underwriters Laboratory(UL) or SAE performing testing and certification, also CE. the coast guard buys the same equipment as you do, DOD doesn't, special exemptions apply.

Its my understanding that the Lifeline jackets aren't approved because they are a "custom fit" jacket that is made to order. So they would have to go through the certification process with each possible size jacket they could possibly make, which would be prohibitively expensive.

Could be wrong there though, its happened before.
"Custom fit" We know that they are the best. Have enough CG approved ones on board and rock on!
