The only thing I can, for an actual use, come up with would be the ultimate photo boat for a magazine company.

Imagine the boat could drive through the center and someone could take some awesome photos.

Other than that.... It's use for a remote offshore patrol boat?

Thos cross members must have some type of hing system. I can imagine a lot of torsion on them out in big seas. It must have a purpose but Im clueless

Actually there are none and there is a lot of stress on that design. The would have been better with a top plate rib to make it stiffer.
