Was it repainted at some point with cheap materials?

1) its a crack in the paint (lil red you are the closest)
2) Stringers transom are all tight and good
3) Bulkhead above is good and tight also
4) it was painted with cheap single stage PPG paint on bottom, then they cleared the deck ( I did the search with the marina repair shop employees to follow the boat history)
5) it sat in the water for at least 4 months that I know of (I actually watched it sit there as the marina wouldnt put it back in rack storage because he, the last owner wouldnt pay) some years ago (aprox 4)
