I think on performance the KV will give you more top end. The 38 KV was a dominate boat in offshore for many years after the old 35's were replaced with the 38 SE's.
I must say that the Cigarette rode big for a 35. With the right motors and suited drives ( SSM ) it could be tough to beat.....so in short they are both great boats..

This is a good question for H2o Boater....I don't remember the power he had in his KV but I've ridden on two Mistress's with what I was told 500's...they were 58-62 MPH boats.

You get 600-700 HP and 70+ mph these Mistress's come alive and I am not sure much is gonna touch the ride quality, they just do what they are supposed to do... same as the Scarab....

I am still gonna say that the ride and speed numbers are so close its a hard choice, I have yet to be in a 38 Scarab KV, but been in damn near ever other offshore in 35-38 range and not one has rode like a Mistress, not even close...

why? the layup in mistress is silly and they heavy MOFO's they ride like tanks
and the type of person (yours truly) these old school wave busters appeal to want caddy's all looks and velvet smooth rides. so is 2mph difference in top speed why the scarab "smokes"!??

In theory, the Scarab should have a slight edge with its 23 degree deadrise and longer running surface, but I doubt there would be much difference in performance if both boats had the same power.
Here's some footage of a poker run from 1986. No Scarabs in this one, but plenty of Mistresses, 38 SEs, and an Excalibur 40 Hawk.
They all run pretty well.

The early Mistresses had very nautical styling with high rails and fine joinery. Lots of maintenance with all the teak topside, but very nice.
