Actually, Its leaking down onto the neck (20,in the diag) seems like it would have to be coming from above that point to do that. I had to go out of town this past weekend so didnt get a chance to check it again, but will do that this week .

X 2 This is where I would be looking as well . A 5 cent seal and a major pain to change.

Its more than likely the seal on the upper swivel shaft. If you changed the bellows you can change this. It takes a little time the first time but once you have done it it gets easier each time after that
