Default Coil ground

Hi.. Just replaced the coil in the 454, and checked for 12 v between the + and -, and had nothing. I have 12 v from the + to the manifold tho.. Normal? No cont between the - post and manifold with the key on, but it's there with the key off.. Is this right? Thanks!

its fine , the - side of the coil is not a true refference point for ground.
