Unless you have water in the tank, your not going to find much if any water. Many of the clear bottom filters are for diesel, and if you can get one for gas I still would not use it, but that's just me.

The 5 psi is good, and with it flooding you may just have some crud in the carb, or the sitting for all that time has caused some issues with the float needle seat

Clear bottom ones are not for enclosed engine compartments. They are used on outboards and other things. They are plenty for gasoline but not enclosed engine compartments due to fire rating.
