If fuel pressure is low, I bet the IAC is just fine. Chased same issue on my cool fuel MPI's. IAC did nothing, was all fuel pressure related. Issue solved when installed new regulators. Had hard start/wouldn't idle or would surge badly.

I'm curious as to what else you have tried as regulator didn't work in my mess below.

Post Desert Storm update. I replaced both the IAC and fuel pressure regulator as I had purchased both parts a little while ago. Figured that as long as I was working on it I'd rather just knock them both out. Anyway, it is all better now. Engine (and boat in general) ran great except port engine gauge showed dropped oil pressure, alarm sounded and engine shut off. I thought the worst (engine rebuild) but then got thinking that it didn't make any clatter nor did it get hot. Must be pressure sending unit. Picked one up and replaced it and then it was fine.
