Do you know how long the boat has set? Bad fuel or water in it will act like that. When it is idling at 1500 rpm you should not see fuel going down past the throttle plates. No fuel out of the boosters.

I do not know how old the fuel is. I guess that's another test I probably should have done earlier

Earlier it was mentioned that spark plugs can be either shiny black or flat black, and at first glance I thought they were all flat black. I took a closer look tonight and it looks like 3 are more of a shiny black.

Boat is winterized....well that sucks, I am really curious to hear the fix. I would still go complete carb swap and see what happens. Oh well you got all winter to think on it. Good luck

Like I said in my 1st post on this topic I have no idea why a complete cleaning and re-build didn't work , and then a factory re-build did the exact same thing too. You are unquestionably putting a lot of time and effort into rectifying the carb , way more than I did but still getting the same results . If you do try a swap over with one that is working and it fixes the problem you'll def be scratching your head . But is it possible for a carb to just die ?
Now that I think of it I had a bike some years back that the carb died . Couldn't get any adjustment on it at all even though everything looked fine . A new one also solved that problem.
