Is that half of a valve stem keeper ?

Thats really tough to figure out. It really does not look like a valve lock. How big is that piece ? Take a better picture with a ruler next to it. See if you can get the focus better. And maybe a picture from a different angle.

At first glance, that looks like a valve keeper..

What ever it is it looks like its been broken, maybe lifter parts ?
