I've never used any special tools.

Just get a hold of the sleeve ( I use a hook shaped
o ring pick) and pull the sleeve out of the bellow.

Once out, the bellow end can be collapsed and pulled
out of the bell housing end.

When installing, the bellow is marked "top" on the transom
assembly end, install the bellow with "top" being at
the 12 o'clock position.

Install the other end into the bell housing,
make shure that both ribs of the bellow are inside the bell housing , then, I just soap up the inside of the bellow
start installing the sleeve, use something with the approx.
diameter of the sleeve as a driver, and tap the sleeve
into the bellow.

you can do it with gimble knuckle installed but it is a b i t c h, find a local auto parts store that carries sierra marine parts and get the tool to remove the knuckle pins. I have repaired gimble bearings and universal joints on boats that just had the bellows replaced incorrectly the previous boating season.
