Imco Extension Box leaking water

I'm guessing it's leaking through the bolts that hold the steering arm on as there really isn't a great way I could see to seal these. I used 3M 4200 to seal the arm to the box, but couldn't see a way to seal the bolts. Anyone got a good way to seal these? I got 2 holes that are oval in the arm and the 3 holes in the box are just straight through. Thinking I need to seal the box from the inside putting silicone on the washers or use 4200 here as well. Only way I see me needing to take the arms off if one gets damaged.

When I put a stellings box on my 272 I sealed the steering arm bolts with great stuff rtv,never leaked,shouldn't really be under water though,sure its not leaking somewhwere else? Smitty

I'm positive it's not on the transom or transom assembly. I resealed the wingplate and inspection covers as well as bolts. I'm going to submerge it again to see if I got it. If I didn't my next logical place is blockoff plate and transom assembly seal.
