Here's the easiest way I know of to enlarge a hole on a panel like this.
First, find a buddy with a drill press and clamps to hold the panel down. Put some plywood under it or something to keep from drilling holes in the drill press table.
If the current hole is 2", get a 2" hole saw and mount in the press and use this to center the hole to be enlarged, and clamp down the panel. Check to make sure that the 2" hole saw still lines up.
Remove 2" hole saw and put the size you want the hole in the saw. Run relatively high rpm, use very low pressure, and spray with cutting fluid (or wd40) while cutting out the hole. Slow down as you finish cutting through. Deburr. DOne.
Even better, find a buddy w/ a machine shop and let him do it.

What do you think about the updated look for my friends 97' 312.
Notice the extra water pressure, oil temp, fuel pressure, LED whipple warning lights and depth finder. Everything is Lavorsi including GPS speedo.

Sweet alright and this boat moves almost 90 mph GPS on smooth fresh water! I guarantee 90+ after a little tweaking....
