Run the step all the way up, reach up to the front edge of the rubber pad on the lower step and peel it back. It is only glued on the rear edge. You will find an access plate, probably pop-riveted in place. Get a real small pin punch, knock the rivet nails out and drill off the rivet heads. The plate will come off and you can access everything. If yours have never been removed, plan on finding enough hair to make several wigs. 
I put nutserts in mine instead of rivets when I put them back together so I can get to them easier in the future.

yeah the steps had piles of leaves and bugs and crap on them. last night when i was trying wash down the funk the water was running into the foot wells. i assume there is a drain under there.
Im kinda confused as to why the deck drains go right into the engine bay and not overboard. i guess ive spent too much time on smaller boats hehehe.

There are drains in each footwell and two under the rear seat. They go into the bilge because the floor of the boat is not high enough above the water to safely drain overboard. There are also two drains in the shorepower cord well at the rear of the sun pad. Check your bilge pump float switches regularly to make sure they do not fill with debris and stick on or off.
