Sounds like the cable is binding up. I know they dont last forever. The cables on My 02 were replaced some years ago and it has tons of slop and doesn't turn well at idle. She's almost uncontrollable in chop running wide open. The stock steering is honestly crap on boats like ours (or any performance boat without hydraulic steering). Im going to IMCO full hydraulic once I pull my boat out of winter storage.

Don. Try pulling the cable out from behind the steering wheel and regrease. I did this several years back after it was binding up something terrible. Ended up freeing it up without replacing the cable. Something to try at least before replacing.
