Forehand said the surveyor told the buyer the carpet was just wet and it did sound like litigation is pending over the deal. The only reason I mentioned it because you just can't hire anyone to do a survey and think you won't have problems. You need to use someone that has credentials.

If the rot was in the stringers, I would say yes. The water can run along the wood. The fiberglass and/or gel around the wood stringers make excellent "channels" for the water to run in ... I have actually seen that happen.
