Fuel Tank Access

I've been having a problem fueling the boat since the beginning of this season and I think my vent may be clogged. (See 'Fuel Tank Problem' in the Tech section.) I can see where it goes out the side of the boat, but how do I get at the tank end? I couldn't see an access plate anywhere.

My sending unit and outlet also is under the rear seat, BUT, the fill and vent hoses are under the floor near the cabin entrance. I can use a mirror and a light to see the connections by damn near crawling into the passenger side front compartment. I don't see anyway to do anything other than LOOK at those fittings w/o cutting the floor open. If access is needed and as a last resort, could always measure carefully, cut and install an access cover in the floor over the connections
BTW, maybe we have the same problem. I can not fill at full pump flow, otherwise it blows out thru the vent. I can only go 1/2 flow when filling. I think mine is more of a too small vent hose and fitting vs. a plugged hose.
