Its not going to be much of an organized event; nothing like LOTO etc.
However, best place to launch would be in Woodbridge, VA at Leesylvania State Park. You can look for a hotel nearby the park:

www.timsrivershore.com is just down river from Leesylvania State Park, about 1/2 mile.
www.tims2.com is at Fairview Beach, VA, about 20-30 minutes cruise (south) down river from Woodbridge. There are closer launch ramps, but they pretty much suck, and/or have a significant no wake zone.
(Tim's Rivershore and Tim's II are separate restaurants, about 20-30 minutes apart, same owners.)
I won't be out with Monsoon. I have a roadtrip on Friday night, and too many Halloween Parties to attend over the weekend.
PS, with all this heavy rain and wind, the Potomac River is going to be full of chit for the next week +. I may just bag everything soon and winterize.
I am all for a great event, but the season is late. In the DC/VA area, we either have a great early season, or a great late season. This year it was on the early side. They are calling for 53*F high this weekend, and showers on Saturday. I hate to be pessimistic, but don't get your hopes up.
