Yup, every state is different.
Dyno and I went to Hamilton Ontario from Holland MI a few years ago to trailer home a 1980 Sea Ray 310 Vanguard Express (12 ft. beam) that I had just purchased. A friend of Dyno's leased me his Chevrolet diesel dually and friend of mine leased me his 18000 lb. wide-load trailer. I got all the US and Canadian round-trip permits from a permit service , and had all the wide load flags and signage. I even called the police in Hamilton for permission to transport on their municpal roads and they were more than happy to assist us, including offering an escort if we felt it would be necessary. We made the trip with absolutely no problems, not even at the border during both crossings.
I learned a long time ago, when I drove semi for a living, to always run legal, no matter how much it costs.

This might keep you safe in Florida if you are a non-resident; Florida is a member of the Drivers License Compact:

Its theme is One Driver, One License, One Record. The home state would treat the offense as if it was committed at home and apply home state laws to the out-of-state offense. The action taken would include, but not be limited to, points assessed on a minor offense such as speeding and suspension of license for a major violation such as DWI/DUI.Under the Driver License Compact, in order for a driver's state to penalize him/her for an out-of-state offense, the driver's state must have the equivalent statute. If the driver's state does not have the statute, no action can be taken. For example, the State of Indiana does not have a careless driving offense whereas Colorado does. If an Indiana licensed driver gets convicted of careless driving in Colorado, the Indiana Bureau of Motor Vehicles takes no action.
Most compact states have laws excempting non-residents from certain traffic offenses; like having tinted windows or being over weight, needing certain state license's to drive certain vehicles.

My Brother was ticketed for failure to display a front license plate while driving my Excursion. Since he's a non-resident and is not required to get a Washington drivers license to drive, he got out of the ticket. Simular exceptions exist for being over-weight.......

It tells you about the 15000 law right on the permit so you are suppose to read it and abide by it before you get there
