Keep it here where all can see what kind of person he is, not just paying members.
He also belongs in the beware/stolen area to be placed along with the likes of Trick Marine and such other classes acts.

But what i dont understand,,,,if i hand someone 14 K ,,,at that point i would take the boat and tell him to keep the title untill i pay the rest!!!!!!

No way would I allow my boat to be hauled away w/o being paid in full.
Then we'd be reading about how a guy can't get his boat back that wasn't paid in full even though he has the title in hand and the buyer isn't fulfilling his end of the sale.
