Hey---you guys had Germansubs all over during WW2, even cought submerged and Filming miss Liberty...
Plus you guys even sank one outside a big River of yours in the Gulf...

The photo shows pontoons for dredge pipe, which the article mentions. Even if the dredge was moved to safe harbor, they may have left the pontoons out on anchor so they can reconnect when they come back.

If that's a sub, where's the tower or rear fin? Looks like a pontoon to me.

Thats an Akula-Class (Nerpa) nuclear submarine. If you look closely at the center of what appears to be the sub, you see 2 masts. Those masts sit on top of the sail (tower). So in the case of this, you wouldnt see the sail (conning tower) or the tail fin, because its completely submerged... Yet you can still see the bow of the vessel because its sitting at an up angle, which obviously puts the stern deep in the water.
