I had the same problem. The noise was constant at first then went away until i ran the boat and the engine warmed up good. When i pulled the cover there was a groove in it and that is why the noise stopped. I put a thicker gasket on and gave the cover a little bang to make more room. The metal you found is the tell tale sign. Still pull it and look.
