Randy said that when they tried it at Victory, that he felt it helped with stablility. I am sure that is where the idea came from since Gary is Crew chief for Gieco now.

A basic rule of stability is that the center of aerodynamic pressure has to be BEHIND the center of gravity in any particular axis. With the latest trend to radically cut-down bustles, the fin (it's not really a "wing") makes a lot of sense to enhance lateral stability as less and less of the boat is in the water.
It works in race cars, too. Indy cars ran them on and off in the mid-90's, and F1 cars use them today, although in many cases only to streamline the airflow in front of the rear wing for better downforce.
