#200!! I think we are about to deal with the same issue here in Pittsburgh. The marina at Station Square used partial tax money to help build it and they are required to have courtesey docks. Last year they were plentiful. This year only 10 slips, small slips. I heard that the plan is to have no courtesey docks next year.

If the petition is not working, the best way to protest this is to do a lil bit of civil disorder or a civil protest. Kinda like a sit in. Have a bunch of boats tie up to the docks and refuse to leave. Call the media down. If they forcibly try to remove anyone or their boats they can be held accountable in court for injuries or damages done. Get in touch with an attorney ahead of time or even contact the ACLU to see if they would support you in this type of civil protest. They love this sort of thing cause it gets their name in the news and it gives you some legal backing.
