If it were me I'd hunt a used 28 Skater with a couple of 280 or 300 outboards. But you have to like outboards to do that I guess....

28 Skater, 30 Spectre/Motion/Amt with 300x's or 300xs's would all be the perfect boats for running around. 100 mph any time you want, good on fuel, and reliable. And really fun to drive!

Not all cats are created equal, some have center pods that help with the hop at slower speeds and some are true tunnels which are better in the rough. I would look towards a true tunnel for the conditions you are describing, which would eliminate 90% of the west coast style cats (DCB, Eliminators, Ect).

What Don said. I have a 25 Talon with twin outboards and 3' is the limit on a 25' centerpod cat. I would definately go with a 30' cat or V for your conditions. The 27' boat would be pushing it lengthwise in the conditions you described.
