Not all cats are created equal, some have center pods that help with the hop at slower speeds and some are true tunnels which are better in the rough. I would look towards a true tunnel for the conditions you are describing, which would eliminate 90% of the west coast style cats (DCB, Eliminators, Ect).

28 Skater, 30 Spectre/Motion/Amt with 300x's or 300xs's would all be the perfect boats for running around. 100 mph any time you want, good on fuel, and reliable. And really fun to drive!

Are you only looking for a i/o boat ? If not i would look at 28 Skater that will do all that your're asking for (3-5 will be bumpy though) It might take a while to find one at that price (unless you bump up like $10k) but that would be an awesome choice and will always have your money there as well
