The boat was just traded in. Typically insurance jobs are done by frustrated sellers/owners, not dealers/brokers... They don't want to risk their rates going up or risk being linked to such an event and having their name heavily tarnished.
In this case, it doesn't sound to me like anyone had a reason or even a chance to get irritated enough with the boat to risk an insurance fraud arrest... But I've certainly been wrong before!

Hard to believe it was an insurance job for the broker. Most likely an opportunist trolling the lots and got spooked when the call came out on the scanner. Most professionals would have a safe place to strip it within thirty or so miles of pickup unless it was destined for a shipping container. If that was the case a quick shrinkwrap job could be done to hide it while in route. Pretty fuggin ballzy if it's on a flat trailer with no permits.

imagine getting a call while you are "hauling your contracted boat" asking why you have not picked up the boat you are contracted to haul......and you look in the rearview and see yea that boat you are hauling is still there.....and thinking damn I am hauling the wrong boat....."oh um sorry I um uh the alarm did not go off in the room and I was um up a little late at the after um party I um uh will be um uh right there in about an hour OK sorry BYE"
hit the next available large parking lot and make the drop
not saying this is what happened by any stretch, but it could happen with boats that are not that common yet have very similar paint jobs
