So here’s the big question; do I spend the money on a new 19p prop or do I spend the same amount on a new camshaft to add enough power to spin the 21p up to 4800?

Fix the full throttle problem before doing anything. If the carb isn't opening full you don't know where you are prop wise. Camshaft is the last thing you want to throw money at. If you know you're not getting full throttle because of the controls, why wouldn't you just fix that first?

Question still stands, re prop or new camshaft?
