Had Lunch with a very good size fuel company Ceo and he says this summer we should hover around the three range due to how much surplus there is currently. Next summer look out when past administration's surplus is gone, predicts four and up.

Q tip - a person of much older age (60-80s) that still are some what capable of driving, all you can see is there little old white hairs creeping over the steering wheel.
