The line on top is the vent, not a reservoir.
Some people connect them to a bottle just in case but normally that is not needed. In any case I doubt if this is the actual problem but lose the ball valve and the excess fluid in the bottle. Make sure the bottle is vented freely.
What position is the shifter in for these pictures?

The only BS is the archaic 10 post before posting pictures. It serves no purpose. Most everyone knows it and members tell new members what to do about it. Like you just did.

here are a few more I tried to take from a more straight on angle. Its like trying to fit 10 lbs of potatoes in a 5 lbs sack to climb down in the bilge lol. If there is any other trouble shooting I can do just let me know. If not I guess its tear down time.

Yep I can see it better now.
You have a pretty typical hookup for the cable. And not your fault, the geometry is terrible with that setup as you can see by the bend in the adapter. These units are really picky about being all the way in gear or having a clean neutral. That is why we came up with a decent linkage kit to clean up that situation .
Not saying it's your problem but just another thing that can go wrong.
You might want to do one more test with the cable disconnected and the lever all the way in forward and see what if does. Other than that you will need to pull it apart.
